RAY REGGIE IN HIS OWN WORDS

Four months after Raymond "Ray" Reggie was released from the Federal Correctional Institution in Oakdale, Louisiana, Dr. Carl Bernofsky received the first of several emails from a David Skinner, who introduced himself as a Washington, DC journalist and claimed to be in New Orleans with another writer to find out as much as he could about Ray Reggie.  Skinner and Bernofsky exchanged a number of emails in 2007 until Skinner broke off correspondence.

David Skinner re-emerged about five weeks after the death of Ray Reggie's brother-in-law, Senator Edward "Ted" Kennedy, and speculation that Kennedy's wife, Victoria Reggie Kennedy, might be considered for the senator's seat.  This time, Skinner's emails were less friendly and consisted of invitations to sites capable of installing computer viruses and other types of malware.  When Bernofsky was later informed of the true identity of David Skinner by a third party who knew who he really was [1], he understood that he had been communicating with none other than Ray Reggie all along.  Bernofsky had been completely taken-in by this clever imposter.  The exchange of emails is reprinted below.*

I see that you have made a impressive study on the Reggie Family. I am a free lance reporter working on a story on Ted Kennedy and his father in-law and brother in-law, Edmund and Raymond, respectfully. I am looking to see if you have any information on the gift that I understand the Reggie family is giving Tulane University. From what I have been given, and I am at the beginning. The Reggie Family has agreed to help Tulane in their financial struggle, post Katrina. We are told that the gift is from the Reggie Family, but might be connected to Senator Kennedy's family money... I am told that the Reggie family is giving North of $40MM to help bail out the school, who is looking at bankruptcy. While we have seen the legal records of the younger Reggie buying over 79 properties in the flooded area know as Lakeview New Orleans since January, we don't understand where the money is coming from... Impressive for a man who just got out of Federal Prison! Do you know Judge Reggie to have that kind of $? Do you know where the younger Reggie got the capital to buy all these properties? From what we have been told the properties are not in the 9th Ward but in a nice area of the city. Streets: Canal Blvd, Polk, Gen Diaz, Memphis, Marshall Foch, others near the City Park Area. We have a photographer taking the pictures this wknd. All seem to be single family mid-income homes. All flooded.

He also is the money behind Victory - the group buying a sq mile around "MID CITY" Carrollton Avenue area for a huge retail development. Wal Mart, Target and others.

It just seems like a lot of money flowing, 79 properties, $40MM to Tulane, $30-60MM in retail development in MID CITY. Just trying to get a hold of all of this. NO ONE seems to want to talk about the Reggie family, especially the younger one, Raymond. Everyone I ask, says they are afraid to talk against him? I'm confused?!?!?

I received your note as I was preparing for an appearance in court with my wife on Monday, so please forgive the brevity of my response. First, let me say that I sold what was left of my house last month. We lived in Lakeview at 6478 General Diaz Street, and are very familiar with that neighborhood as well as the others you mention. Our house had been under 10.6 feet of water for weeks, and we lost everything. We are now living in a small apartment in Shreveport, Louisiana.

My first impression of the Reggie gift is that it could represent an attempt by the family, and in particular Victoria Reggie Kennedy, to make amends for the scholarship gifts that she and the other children of Judge Reggie received from Tulane. Victoria is probably embarrassed by the seven years of scholarships she received, which really should have gone to the children of needy families. Tulane is also investing heavily in its sports arena and in various businesses globally, as well as in New Orleans.

All of my information has been gathered from sources in the public domain, and I had kept files of all the materials referenced. All of that was destroyed in the flood. However, I was careful about citing references, so it should be possible to retrieve most of those for verification.

Thanks for your email. I am sorry to hear of your loss - Katrina's effects will be felt for a lifetime...

In regards to the bankruptcy issue. We were told by a legal expert that if Tulane went into BK they could tap the $800MM+ endowment.

We haven't been able to talk to any of the Reggie family yet - but we plan to attend a press conference where Raymond Reggie is planning to give 20 properties to needy Lakeview residents - completely repaired! His lawyer told us that Reggie plans to give the properties away and with no press conference. I find it hard to believe this guy is giving away houses and not wanting to have a press conference.

We met with the soon-to-be new owner and his wife yesterday. The family is a medical doctor who attended Tulane and is now at East Jefferson Hospital - he was shocked when Reggie offered to give him a $300K+ house - move in ready... Have you heard anything about this? I wonder if he would give you one!?!??

Your story about Ray Reggie is fascinating. The man is certainly a genius. Perhaps the money is somehow related to the $6.5 million he is supposed to pay the banks in "restitution." See: http://www.tulanelink.com/tulanelink/rayreggie_box.htm.

Good will is like money in the bank, and perhaps he plans to eventually cash in his charity for some type of profitable enterprise. Perhaps he's seeking building code easements from the city that will enable him to create profitable residential or commercial properties in New Orleans. Perhaps he plans run for public office. Who knows what he has up his sleeve? Remember, he is not giving away these nice properties to poor people. He's giving them to professionals whose good will and valuable influence may serve him well in the future.

With regard to Judge Reggie, the phone number I have for him in Lafayette is (337) 267-××××.* I last spoke with him on March 10, 2005. Please do not mention my name if that number is unlisted and he asks how you got it. He's already threatened to sue me once, and I can't financially handle a defense. I recall him as a model "southern gentleman" type, and he's probably 80 now.

As far as Tulane is concerned, it wouldn't surprise me if those rumors about bankruptcy are just a bluff, calculated to generate a large government handout. I personally think that Tulane should be taken over by the state altogether and restored to the glory it's always bragged about but never quite achieved.

We'll probably get a court ruling in a month or two. We had waited about eight months for today's hearing, which I think went reasonably well.

MESSAGE: New developments... We met with Raymond Reggie and his lawyers (4 of them) today. We have just confirmed that he paid off Hibernia Bank the $6.5MM judgement, and the other bank (Region's) settled with him for their "mistake" in the amount of somewhere over $9MM+. He has not settled with Whitney yet - but they "claim" that their settlement will be larger than the other's combined! A year in jail sure netted him a lot of $$$ I'd go to prison for that kinda of $ - I smell a setup!

Hibernia is now CapOne and they are putting up a lot of the $ to buy these properties - part of their "make Raymond look good again" campaign. I have never seen anything like it before!! They all signed confidentiality agreements so it was difficult to get them to talk. It took us getting them all in the same room! We won't be able to write about the settlement - I wish we could!

my co-writer interviewed the MD who got the house from Reggie on Memphis Street. Valued at $325K - completely renovated - the doc can't sell it for 5 years... after that it's all his! NUTS! Giving the banks $ away to make him look good!!

It must be frustrating for a reporter to smell a great story and be stonewalled from getting to it. One suggestion: From the address of the Memphis Street property, it is possible to get real-estate data that is registered with the city, and from that to get to the agents who handled the title and transfer paperwork. They may know something. My wife, who knows how to do this, can send you directions on how to proceed and is even offering to try and do this for you.

Incidentally, the Times Picayune's real-estate writer, Greg Thomas, in today's paper characterized Victory Real Estate Investments as one of the most secretive development groups in the nation. I have received 5 emails from "David Skinner" since September and they are all viruses. By the way, do you know who David Skinner is????  I do.  I found out the hard way, and that is not his real name.

In a privileged communication of 11/9/2009 that followed the above email, "David Skinner" was positively identifed as Ray Reggie.  Furthermore, communication with a real, Washington, DC journalist named David Skinner indicated that Bernofsky and Reggie were wholly unknown to him.

Following the last exchange of emails with "David Skinner," Bernofsky searched for information about the "mygallerybuilder" Web site on Google and discovered that Google had identified that site as one that has been used to send emails containing malicious software code.  From that, and other information [1], the intent of Ray Reggie to cause harm seemed clear.

After his release from prison, Ray Reggie moved to New Orleans and became a managing partner of Premier Promotions [2], a division of the Premier Automotive Group which owns and operates Toyota of New Orleans, Premier Honda, Premier Nissan of Metairie and Premier Kia of Kenner, Louisiana [3].

On December 13th 2009, from a crowded in-box, Bernofsky inadvertently opened a malicious email from an unknown sender that triggered the immediate loss of all email service, the first such successful attack ever.  Three days later, with the assistance of professional help, email service was restored; however, several months of correspondence files had been permanently lost.

On Monday, January 4th 2010, Ray Reggie telephoned Bernofsky from an attorney's office to demand that the former version of this page be immediately removed from this Web site.  He claimed that 75-80% of the information was incorrect, and that the dates were wrong.  For example, he could not have sent the March 31st 2007 email because he was in a hospital, recovering from brain surgery on March 30th, 2007.

He warned that he will get a restraining order to "take down" this page, and he reminded Bernofsky on several occasions that he knew exactly where he lived and would "see to it" that this page is removed.

Reggie correctly identified the individual [1] who exposed "David Skinner's" identity to Bernofsky, and stated that he was in litigation with the family of that person, which had caused him endless grief.

Bernofsky repeatedly responded that he would correct any misinformation that had been posted, and he urged Reggie to send him evidence about information that he believed was incorrect.  On January 6, 2010, Bernofsky mailed Reggie authentic copies of his email correspondence with "David Skinner" in response to his threat to subpoena those documents.
