AND PREVAILS IN THE COURTS OF LAW

In fiscal 2001, Tulane spent nearly $600,000 for "Direct contact with legislators, their staffs, government officials, or a legislative body"
(IRS Forms 990). In 2008, Tulane lobbied Congress for the same 1% loans that had been reserved for historically black colleges.
